आजादी के 70 साल में जो भी सरकारें केंद्र में रही हैं उन्होंने अपने किसान हितैषी होने का दावा किया है. दावा ही नहीं, किसान वोट प्राप्त करने के लिए भिन्न-भिन्न वादे व योजनाएं बनाई हैं लेकिन केन्द्र और राज्य की सरकारें यह बिलकुल नहीं समझ पा रही हैं कि चाहे कितना भी मेक इन इंडिया जैसे नारों का प्रचार किया जाए या इन्वेस्टर्स सम्मिट का आयोजन करके करोड़ों रूपये को स्वाहा कर दिया जाए, लेकिन इन सम्मिटों द्वारा उद्योगों में आने वाले निवेश इस देश की गरीबी को, किसान की दुर्दशा को बेहतर नहीं बना सकते.
किसानों की भलाई की बातें करना मानो इस देश की सरकारों की एक राजनीतिक मजबूरी है. अन्यथा आज इस देश के किसान इस दुर्दशा का सामना नहीं कर रहे होते. अगर किसानों की दुर्दशा के बारे में एक ही आंकड़ें पर नजर डालें तो राजनेताओं के दावों की पोल खुल जाती है. 2009 से लेकर अब तक 7 साल में लगभग डेढ़ लाख से अधिक किसान आत्महत्या कर चुके हैं और आत्महत्या का यह सिलसिला आज भी बंद नहीं हो रहा है. सरकारें और राजनेताओं को जाने यह बात कब तक समझ में आएगी ?
जब तक इस देश का किसान समृद्ध नहीं होगा, तब तक खाली औद्योगीकरण से कुछ होने वाला नहीं है. कृषि को लाभकारी उद्योग बनाने के लिए सरकारों को हर संभव प्रयास करने होंगे. उसके लिए किसानों को उच्च तकनीक से अवगत कराना कृषि प्रधान देशों की उच्च तकनीक की भारत में सम्मिट कराने की उतनी ही आवश्यकता है जितनी
कि उद्योगपतियों के इनवेस्टर्स सम्मिट की.
सरकार द्वारा घोषित कृषि बीमा योजना इस दिशा में एक अच्छी पहल है. कृषि प्रधान राज्यों को इनवेस्टर्स सम्मिट की बजाय कृषि मेले, कृषि मेलों के द्वारा विश्व की उच्च से उच्च तकनीक को भारत की कृषि में इस्तेमाल किया जाए, इस ओर ध्यान देना होगा. मात्रा विभाग बनाने से कुछ होने वाला नहीं है. भारत देश में सभी प्रकार के मौसम पाए जाते हैं, इसलिए यहां पर सभी प्रकार के कृषि उत्पाद पैदा किए जा सकते हैं. सरकार ने कृषि क्षेत्रा की आय आगामी पांच वर्षो में दोगुना करने का लक्ष्य घोषित किया है किन्तु जब तक देश में खेती को लाभकारी नहीं बनाया जाएगा, लक्ष्य की घोषणा खोखली होगी. कृषि को लाभकारी बनाने के लिए उत्पादन दर बढ़ानी होगी. वर्तमान में देश की उत्पादन दर बड़ी दयनीय स्थिति में हैं.
उच्च कोटि की मानी जाने वाली बी टी कपास की दर अमेरिका में प्रति हेक्टेयर 939.30 किलो हेक्टेयर है. चीन में यही 1508 किलो हेक्टेयर है जबकि भारत में यह केवल 462 किलो हेक्टेयर है, अतः खेती को लाभकारी बनाना है तो उपज दर को बढ़ाना होगा. इस उपज को बढ़ाने के लिए सरकार ने मृदा स्वास्थ्य कार्ड देश के सभी 14 करोड़ किसानों को देने की घोषणा की किन्तु सरकारी सूत्रों से जानकारी मिल रही है कि जुलाई 2016 तक 2 करोड़ 26 लाख 99 हजार 970 (22699970) किसानों को सोइल हेल्थ कार्ड दिए जा चुके हैं. योजना के अनुसार दो वर्ष में खेत की मिट्टी की जांच करके इन कार्डों में गुणवत्ता का विवरण उल्लेख किया जाना है परंतु अभी तक सम्पूर्ण किसानों को कार्ड ही नहीं वितरित हुए तो फिर तथाकथित जानकारी किसानों को देकर कैसे खेती बढ़ाया जा सकेगा.
खेती का प्राण सिंचाई है. देश का आम आदमी जानता है कि यदि खेत को समय पर पूरी मात्रा में सिंचाई मिल जाए तो खेती की उपज दर स्वयं ही बढ़ सकती है. आज भारत में सिंचित भूमि 40 प्रतिशत के लगभग है. शेष 60 प्रतिशत को सिंचित बनाना है और यह भूमि देश में लगभग 90 मिलियन हेक्टेयर है. सरकार ने प्रधानमंत्री कृषि सिंचाई योजना के अन्तर्गत 50 हजार करोड़ रूपया व्यय करने का निश्चय किया है और 2015-16 से 2019-20 तक 2.5 मिलियन हेक्टैयर भूमि को सिंचित करने का लक्ष्य तैयार किया है. मैं समझता हूं लक्ष्य प्राप्त करने की गति इतनी धीमी है कि लक्ष्य आगामी दो पीढि़यों की अवधि के बाद ही पूरा हो सकेगा.
देश में गंगा नदी बेसिन जिसमें 47 नदियां हैं और इन नदियों पर 57 प्रखंड पाए जाते हैं और इन प्रखंडों में 17071 मिलियन लिटर सीवेज प्रतिदिन बहाया जाता है. यदि इस सीवेज को प्रसंस्करण करके खाद्य और सिंचाई की ओर परिवर्तित कर दिया जाए तो खेती की जहां एक ओर उपज बढ़ेगी, वहीं दूसरी ओर खेती की उत्पादन लागत भी कम होगी. खेती के क्षेत्रा में पहली आवश्यकता है कि खेती आर्थिक दृष्टि से लाभकारी बने और उसके लिए खेती की उपज दर बढ़ायी जाए और उपज लागत कम की जाए तो निश्चित ही सरकार का किसान की आय दोगुना करने का लक्ष्य साकार संभव, सफल और साकार हो सकेगा.
