केंद्र शासित प्रदेश क्या होते है? (What is Union Territories?) भारत में राज्यों के साथ ही कुछ केंद्र शासित प्रदेश भी हैं. (Union Territories in hindi) आमतौर पर कहा जाता है कि जिन प्रदेशों पर केंद्र सरकार का कंट्रोल होता है, या केंद्र सरकार जिन पर शासन करती है उन्हें केंद्र शासित प्रदेश कहा जाता है. ये कुछ हद तक सही है और कुछ हद तक थोड़ा गलत भी है.
इसे समझने के लिए पहले ये समझते हैं कि एक राज्य में कैसी सरकार होती है. एक राज्य में विधानसभा होती है. विधानसभा के सारे विधायक मिलकर एक मुख्यमंत्री को चुनते हैं और वो ही पूरे प्रदेश की सरकार को चलाते हैं. सारे अहम फैसले एक मुख्यमंत्री द्वारा लिए जाते हैं. मुख्यमंत्री के अलावा एक प्रमुख पद राज्यपाल का भी होता है. जो मुख्यमंत्री के कार्यों पर अपनी सहमति देते हैं. ये ठीक उसी तरह है जिस तरह केंद्र में प्रधानमंत्री और राष्ट्रपति होते हैं.
अब एक केंद्रशासित प्रदेश की बात करते हैं. केंद्र शासित प्रदेश में कुछ राज्यों में विधान सभा नहीं होती और न ही मुख्यमंत्री होता है. यहाँ पर शासन उप राज्यपाल के हाथों में होता है जिसे केंद्र सरकार मोनिटर करती है. लेकिन ऐसा नहीं है कि केंद्र शासित प्रदेश में मुख्यमंत्री या विधानसभा नहीं होती है.
भारत में दिल्ली एक ऐसा केंद्र शासित प्रदेश है जहां पर विधानसभा भी है और मुख्यमंत्री भी है. तो भारत में दो तरह के केंद्र शासित प्रदेश देखने को मिलते हैं. एक वो होते हैं जहां पर मुख्यमंत्री होते हैं और दूसरे वो होते हैं जहां पर मुख्यमंत्री नहीं होते हैं.
केंद्र शासित प्रदेश ऐसे प्रदेश होते हैं जिनके अधिकतर विषयों पर फैसला लेने का अधिकार केंद्र के पास होता है. यदि वहाँ पर विधानसभा हो तो भी अधिकतर विषयों के अधिकार केंद्र के पास ही होते हैं.

भारत के विधानसभा वाले केंद्र शासित प्रदेश (Union Territorie Assembly) भारत में वर्तमान में कुल तीन ऐसे केंद्र शासित प्रदेश हैं जहां पर विधान सभा का चुनाव कराया जाता है और चुनाव में बहुमत प्राप्त करने वाली सरकार का गठन किया जाता है.
1) जम्मू-कश्मीर : विशेष राज्य का दर्जा मिलने के साथ ही इसे केंद्र शासित प्रदेश की श्रेणी में भी रखा जाता है. जम्मू कश्मीर में साल 2019 से पहले तक विधानसभा थी. लेकिन इसे भंग कर दिया गया है. अब इसके विधानसभा चुनाव कराये जाने की उम्मीद की जा रही है.
2) पुडुचेरी : पुडुचेरी एक ऐसा केंद्र शासित प्रदेश है जहां पर विधान सभा और मुख्यमंत्री दोनों है. पुडुचेरी विधानसभा में कुल 33 सीट है. वर्तमान में यहाँ के मुख्य मंत्री एन. रंगास्वामी हैं.
3) दिल्ली : दिल्ली भारत की राजधानी होने के साथ-साथ एक केंद्र शासित प्रदेश भी है. दिल्ली की अपनी विधानसभा है और यहाँ पर कुल 70 सीट है. साल 2022 में 70 सीटों में से 61 सीटें AAP के पास है और यहाँ के मुख्यमंत्री अरविंद केजरीवाल हैं.
केंद्र शासित राज्यों में सरकार कैसे चलती है? (How Union Territories works?) केंद्र शासित प्रदेश भारत में दो तरह के हैं.
वो राज्य जहां पर विधानसभा और सीएम दोनों होते हैं. वहाँ पर कुछ विषयों पर फैसला लेने का अधिकार सीएम के पास होता है. लेकिन सीएम को उस कार्य को करने के लिए उप राज्यपाल से अनुमति लेनी होती है. यदि वो सहमति देते हैं तभी सीएम वो कार्य कर सकते हैं.
दूसरे ऐसे केंद्र शासित प्रदेश होते हैं. जहां पर विधान सभा नहीं होती है. इन राज्यों में फैसला लेने का अधिकार सिर्फ उप राज्यपाल के पास होता है. अधिकतर मामलों में केंद्र सरकार उप राज्यपाल को निर्देश देते हैं वो कार्य करते हैं.
केंद्र शासित प्रदेश भी भारत के अभिन्न अंग है और उसके राज्य के समान ही हैं. यहाँ पर सारा कंट्रोल केंद्र सरकार, राष्ट्रपति और उप राज्यपाल के हाथों में ही होता है. बाकी प्रशासन और पुलिसबल अन्य राज्यों की तरल ही होता है.
